What changes are occurring in society in the transition to the fourth quadru?
The time of this quadra historians or writers usually referred to as flourishing, but this is wrong. Rather stable prosperity. I think the association is more appropriate not with flowering, but with fruiting.
The “delta” quadra is opened by its leader - FEL (“Administrator”). Here are four main tasks that he is called to solve.
1. The decentralization of management down to the land confederation (as it was once in ancient Greece - the confederation of policies). Instead of the management vertical, there should be a management horizontal.
2. Guaranteed basic income for every citizen, regardless of his status and type of activity, formed, for example, at the expense of payment for the resources of a given territory or a luxury tax (not to be confused with the minimum subsistence level!) Thus, private entrepreneurship is inhibited, but a sense of social security for all members of the community, which is necessary for this quadra, is created.
3. Liquidation of tobacco-alcoholic groups as a social phenomenon (especially among young people). It is these ulcers of our society that are the breeding grounds for small (including domestic) criminals. Not by dry law, although without restrictive measures can not do. First of all, by organizing the population opportunities for meaningful leisure. In the fourth quadra, the criminal and the bully feel like an outcast.
4. A real opportunity to find an occupation (profession or at least a hobby) according to one's abilities. In this quadra work not for the sake of money, but for self-realization. Who to be is the main question of young people entering independent life. Self-realization gives a sense of personal significance, which includes, firstly, a sense of demand in one’s group and, secondly, a feeling of success.
After creating its “material base”, the quadra moves on to solving humanitarian problems and, above all, the problems of psychological disorders (in particular, in the quadra delta, the problem of suicides becomes more acute) and compatibility in personal relationships.
